This project was started to run on April 29, 2003.The progress for each work task is outlined in detail as below: A. Inspection and Database Buildup on VOCs Emission Sources: Inspection 67 plants were inspected and the emission data were keyed into the database. B. Inspection of the Correspondence with Law and Regulation for Specific Business: 25 plants were inspected.14 offend against the laws. C. Follow-up Review on the Plants Assigned for VOCs Reduction: The expected amount of VOCs reduction is 130 tons. D. Inspection of Dispensing Facilities: Inspection was performed on 190 stations that already installed the Gasoline Vapor Recovery Systems. E. Leakage Test for Equipment Units of the Listed Plants: There are 3 units Resin found leaking during the test among the total of 2,022 units tested. F. NMHCs Test on Discharge Pipes: Three discharge pipes were tested. All test results indicated that they all met the discharge standards. G. Patrol for Smelly Pollution Sources: Total of 211 times patrol on 107 plants were performed and smelly situation was found for 34 times among all (16.1%). H. Functional Test for Smell: 9 Functional Test performedand all test results met the individual standards regulated by law. I. Functional Tests on the Gasoline Vapor Recovery Systems of Dispensing Facilities: 1. A/L Ratio Test:700 of 1,157 have passed the tests, giving qualified percentage of 60.5%. 2.Determination of Dynamic Pressure Performance of Vapor Recovery Systems:Only 1 time of failure has been found Among the 30 times test. 3 Determination of 2 Inch WC Static Pressure Performance of Vapor Recovery Systems:3 times of failure have been found among the 7 times. J. Education and Promotion: 1.One Session of Forum for the Vapor Recovery System of Dispensing Facilities. 2.Two Sessions of Forums for the VOCs Control Related Laws and Regulations. 3.One Session of Technical Transfer Training K. Estimation of VOCs Emission: The amount of yearly VOCs emission was 8831.1 tons.
